Directors, finance, and the named Advisor buy different pieces of the same file. The site is written so a champion can forward leftover math, the pay path, and independence without a second installer.
The MPA contractor owns design, install, and five-year maintenance. Extra labor on that contract is already priced like vendor PM. The director still runs a live comms center.
What we do. A time-boxed steward on the PSAP side sits on the existing implementation call, keeps leftover current, and writes the Friday brief so the floor can stay on 9-1-1.
Chapter III residual-list items must be requested at the time of, or during, CPE replacement. Waiting until after acceptance to discover leftover kills item 4.
What we do. Leftover = allotment letter minus the live MPA quote (then minus MACs that consume residual). We quote only against that math. You send a draft Advisor letter on your letterhead during the cycle.
Dense MPA quotes hide extras in footnotes. Late moves/adds/changes land against leftover before furniture, GIS, or consulting ever get a quote.

What we do. The 90-day clock starts the day TD-284 is signed. We stand up the residual pack the same week — consulting invoice plus other list items that still fit leftover.
Rooms get rebuilt while the center is live. The installer cannot own leftover strategy; the Branch cannot run your Friday brief.

Leftover, in one paragraph
Residual funds are the unused portion of your CPE allotment after the complete 9-1-1 system replacement is priced (allotment minus the MPA award). That leftover may only buy items on the Service/Equipment Approval List. Item 4 is PMP/ENP certified consulting for 9-1-1 CPE replacement. Request it at the time of, or during, replacement — never after leftover is discovered. Quotes and POs reach the Branch no later than 90 days after TD-284; invoice and TD-290 within 12 months. Cycle Steward quotes only against leftover after MPA. Workspace is included; it is never a residual software line. PMP is in progress; we do not publish invented credential numbers.
